Jessica is a PhD candidate in the School of Community and Regional Planning at the University of British Columbia. Her work explores how video can act as a reflexive and discursive tool, fostering mutual learning between youth, communities, and planning institutions. Her current research draws on social justice theory to look at the ways video can affect individual, collective, and institutional change.

Jessica is also the founder of Hallenbeck Consultants, a Vancouver based community planning firm specializing in multimedia training, youth engagement, and digital storytelling for community planning, policy development, and advocacy. As a community planner and filmmaker, Jessica has directly managed over 30 projects, and produced over 50 videos.
